There are two kinds of inspection problems. The first is that the work is wrong. The second, and far more common, is that the work is right and you cannot prove it fast enough. The second kind is entirely a data problem, and it is expensive out of all proportion to its difficulty.
The problem: proof arrives after the inspector does
Civil work generates a steady stream of things that have to be witnessed, tested, documented, and accepted. Pressure tests on water and force main. Density on trench backfill and structural fill. Vacuum and mandrel testing on gravity sewer. Bedding, thrust blocking, tracer wire, tie-ins, subgrade proof rolls. Each one produces a record. On most jobs those records live in a dozen places.

- The test happened but was never written down in a retrievable form. It is in a text thread or a foreman's notebook.
- The documentation exists in five formats. Every super has their own way of writing it up, so nothing is comparable and nothing is searchable.
- Re-inspection gets scheduled. The inspector cannot accept what cannot be shown, so the trip happens twice and the crew waits.
- Closeout becomes a project. Somebody spends two weeks assembling a turnover package from photos, emails, and memory, months after the crews left.
- Retainage sits. Documentation gaps are one of the most common reasons final payment stalls, and the cost of that delay never shows up in a job cost report.
The math here is unforgiving. A single re-inspection on a utility job, counting the crew standing around and the schedule slip behind it, routinely costs more than a year of software. Contractors who fix this workflow tend to notice the return before they notice anything else.
An inspector is not judging your work. They are judging your record of your work. Those are different things, and only one of them is under your control after the trench is closed.
