Underground utility contractors run two jobs at once. There is the job of installing pipe, and there is the job of proving the pipe was installed correctly. The second one is invisible in the bid and enormous in practice, and it is almost entirely a data problem.
The day, as it actually runs
A mainline crew is laying 400 feet of eight-inch. Bedding gets placed, pipe gets laid, joints get made, backfill goes in lifts. Density gets tested on those lifts. Somewhere behind them, services are being tapped and a separate record is being generated for each one. Ahead of them, potholing found a gas line eighteen inches off from the plans, which is now a differing site condition that somebody will want documented. At the end of the run there is a pressure test, and eventually a vacuum test on the structures.
Each of those is a record with an owner, an inspector, and a required format. Miss one and the section does not get accepted. Misplace one and you are excavating to prove something you already know is true.
You are not paid when the pipe is in the ground. You are paid when the record says the pipe is in the ground correctly.
What hurts most
- Compaction records with no location context. A passing density that cannot be tied to a station and a lift is nearly useless at acceptance.
- Pressure and vacuum tests scattered across formats. Every super writes them up differently, so nothing is comparable or searchable.
- Service connections lost in the aggregate. Hundreds of small each-count items, each needing its own record, tracked on a spreadsheet somebody updates weekly.
- Differing conditions undocumented before they are covered. The photo that would have won the claim was never taken, or is on a phone that is gone.
- Re-inspections. A single return trip on a utility job, counting the crew standing around, routinely costs more than a year of software.
- Closeout takes months. Assembling the turnover package from email and camera rolls after the crews have moved on.
